RDC Muhoozi, Police Bosses Clash Over Criminal Investigating Cases

A serious rift has erupted between the Resident District Commissioner of Makindye Ssabagabo Muhoozi Michael and some top police bosses from his area over investigating criminal matters, we have learnt.
According to information we have obtained, RDC Muhoozi recently instructed police officers who are under his area of Jurisdiction that is Mutungo, Busabala among others to stop investigating and registering cases of criminal trespass and malicious damage without his authority.
"You police officers effective from today am the President of this area and am now ordering not to register or investigate any case of criminal trespass on land and malicious damage without my orders," a source quoted RDC Muhoozi telling a senior police officer attached to Mutungo police station.
It is believed that RDC gave out instructions to police after he took charge of handling all related land cases in his area. 
"RDC is harassing us to get away from investigating land related matters because he has connived with city tycoons and top "bafere" to steal people's land. " "We have received several cases where RDC has been involved on land conflicts and whenever we try to do right things, he turns against us and reports us to our bosses," Says another senior police officer attached at Kajjansi police station.
A senior police officer says RDC at one time attempted to grave the land of former Prime Minister Ruhakana Rugunda working with one of the top Mufere called Opio. The officer says he abandoned the matter after he received a powerful phone call from State house.
Another police officer added that RDC Muhoozi later worked with other land grabbers Kagwa Henry, Kawesa Bosa and Twaha Nyindo to grab the land of Mzee Abiyaza Damulira Mukasa. The land was located in Busabala and measures 2 acres. "We had handled that matter very well but when the bafere went to RDC's office he turned the matter around and allowed them to go and gain ground on the land," Says another police officer. Adding that they even went and put building materials.
Police officers say after two days the owner proved the ownership and RDC allowed him to use his land. There was exchange of bullets between the two parties all claiming the ownership and the matter was handled by State house under supervision of Prima Tumwebaze.
Police officers say the same RDC was involved in land conflict between family of Lukenya Jackson and Rev. Maxwell Ssebugwawo of Kiburi COU in Busabala ward in Makindye Ssabagabo. "RDC was siding with the Rev Maxwell yet he was not the rightful owner of the land. He later mobilised kifesi to go and protest at Namirembe Church in favour of Rev but police later got information and they were blocked," another police officer revealed. Later Minister of Lands Hon Judith Nabakooba intervened in the matter.
However efforts to get a comment from RDC Muhoozi were futile as he could not pick our calls.
Recently, RDC was accused of bedding with Ambassador Franklin's Katungwesi to grab the land of Mr Mugabi Francis. 
When contacted Deputy police spokesperson for Kampala Metropolitan Luke Owoyesigyire, he says RDC has no power to stop police from investigating any criminal case in nature.
"It is only an executive order that can stop police from Investigating a criminal case which RDC does not have," Says Police spokesperson adding that even the DPP has no that order.
