OPM Boss Defies Min. Echweru Orders, Stays in Office.

A serious battle has erupted in the Office of the Prime Minister (OPM) after one of the top and senior officials defied orders from Minister for Disaster and Preparedness Musa Echweru of vacating office but instead remained in office, Spyreports has learnt.

The defiant officer who seems to be so powerful than the Minister and probably has the support of Mafias has been identified as Charles Bafaki who works as the Head of Development response and Displacement.

According to the confidential documents obtained by Spyreports, Minister Echweru in December 2019 wrote to Permanent Secretary Office of the Prime Minister to Interdict Bafaki following IGG’S report.

Investigations conducted by IGG’s office in 2018, show that Charles Bafaki, John Katerega and Stephen Twesigye were involved in theft of public funds while procuring OPM offices located at block 2 plot 253 at Old Kampala.

According to the letter, IGG instructed the permanent secretary to immediately find a suitable officer to manage the Development Response Displacement Impact Project and Bafaki be removed from the program with immediate effect.

The letter also indicates that Mr. Bafaki must never handle land matters in the disaster and Refuge docket since his name appears in the numerous land scandals in various reports. The letter also required the permanent secretary to urgently forward the names of the officers to public service and to liaise with the office of directorate of Public prosecution for further action.

Bafaki who was once the senior Principle settlement commandant in the office of the prime Minister was implicated on land grabbing matter where he forcefully caused the brutal eviction of over 2000 people in Bukinda Kyangwali Sub county Hoima district and he appeared before the Land Commission Probe where Justice Bamugemereire subjected him to extensive grilling.

However to our surprise and shock Bafaki has instead been promoted to head development Response Displacement Impact project a very crucial world bank funded project meant to Alleviate not only from Refugees bit also the host communities in our country.

Efforts to reach Bafaki by press time were Futile, as he was not picking his phone calls.
