The Uganda Electoral Commission has halted the plans of the Chairperson of the National Crime Preventers, Kamugisha Blaise of contesting for a position on the National Youth Committtee over being overaged for the position.
According to a letter to the complaint Mr. Mufakinanye Chris Moses, signed by Chairperson Electoral Commission Byabakama Mugenyi Simon, Kamigisha Blaise is not eligible to progressively be elected to the Youth Committee at National level.
The EC says that the documents Kamigisha used while participating in various levels of the previous elections and his passport indicate his date of birth as 6th January 1990.
However, the complainants showed documents that indicate that Kamigisha changed his date of birth with National Identification and Registration Authority on 28th October,2020 .
Kamigisha changed his date of birth from 6th January 1990 to 6th January 1992 and according to the commission, the change was done after he had participated in other levels of elections.
Under section 1 (g) of the national Youth Council Act, cap 319, a youth means a person between the age of 18 and 30 years.
Following the evidence represented to the EC during the hearing of the complaint, it ruled that “Under MIN.COMP 241/2020, Mr. Kamigisha Blaise is overaged for purposes of National Youth Committee elections.”
